Yes, it is true that a single unit would have been very small, it's best to buy 2 or even more and combine them, that way it makes a bigger toy. Each unit comes with 1 ball. They attach using magnets and to my surprise, they are very powerful and while the cat plays, they do not come apart. Despite being made of cardboard, it is very durable. My cat is playing like crazy and it doesn't come apart or get damaged. Happy with my purchase!
